9月19日に日本工業大学大学院・神保町キャンパスにおいて、IAP2M（国際プロジェクト・プログラムマネジメント学会）の2008年度秋季研究発表大会が開催された。今回のメインテーマは、「企業の社会的責任とプロジェクト･プログラムマネジメントー経営理念から実践的問題解決への組織的方法論を探る」。

吉田邦夫学会会長の挨拶では、今後どのように国際P2M学会の活動を活発化して国内的にも国際的にも（特にアジア諸国に）普及させていくかといった点が強調されたが、その前に開催された年次総会で、その目的のためのいくつかの重要な議案が決定された。まず新年度（平成21年度）の役員が選任され、また今後2年間で正会員を倍増するために大学院、学会、企業との緊密な連携を行うこと、さらにそれに向けて新しい委員会を立ち上げ、特にP2Mをより厳密に定義し、本学会をより適切に位置づける努力をすることなどが決議された。

これに関連して、山本秀男教授が、これまでの委員会におけるP2Mの定義の議論を手短にまとめて報告し、会員の興味と議論を引き出す試みを行った。一つの解釈としては、P2Mは複数のプロジェクト（ただし通常のビジネス活動ではない）を同時に扱うオーナーやマネージャーの取る包括的なアプローチであるのに対して、伝統的なPMは目標と手段が与えられたプロジェクトマネージャが取るアプローチであるというものである。

基調講演は、久米信行社長（久米繊維工業：T-galaxy.com）により「企業の社会的責任：機能×環境×文化品質を追求するー日本でこそ作りえるＴシャツを世界に、未来の子供たちへ」というテーマで行われた。
自社製のＴシャツを着た久米社長は熱く語り、これまで地球環境と日本の伝統文化およびポップカルチャーの維持発展を進めているボランティア活動に特に注目を払い、ブログやSNSのようなITをフルに活用して、お互いにビジネスやその他の面でプラスの影響を与え合うような人たちとのネットワークを築いてきたことを強調。そこで追求したのがLOHAPAS (Lifestyle Of Health, Art, Smile, Peace And Sustainability)というライフスタイルで、これまで多くの公共的な活動への貢献も行っており、それに対して数々の表彰も受けてきたとのことであった。詳細は以下の社長ブログを参照：

また、ワークショップも開催され、「企業のプログラム･プロジェクトの実践、社会調和、持続的成長」というテーマで、亀山秀雄東京農工大教授、杉井康之（株）ディグ代表取締役、武富為嗣日本工業大学教授の3人のパネリストが順番に短いプレゼンを行った。特に興味を引いたのは、杉井氏が会社で材料やエネルギーや水などを節約する明確な目標を定め、ＩＴを活用しつつ全社的な取り組みによって環境マネージメントを行ってきたという点であった。この印刷･出版会社は、インターン学生の訓練や環境マネージメントのノウハウを業界や一般に公開することで、社会的な貢献を積極的に進めており、そのために政府から表彰を受けているとのことであった。詳細は会社の公式サイトを参照：

その他、午前と午後を通じていくつか興味深いセッションも開催されており、特に注目に値したのが、午後のセッションでの2つのプレゼンで、それは「マンガ」の教材を使ってP2Mの分野の人材を訓練・研修するというもの（一つは東京工業大学の吉川厚教授の協力で堀田大輔氏が発表、もう一つは山本秀男中央大学教授による発表）。そこでは、マンガのテキストに複数のストーリーが隠されていて、参加者間の意見交換で研修生はマンガという多少現実的な枠組みの中で複数の意味に気づくことが期待されている。

The 2008 Fall Conference of IAP2M (International Association of Project & Program Management) was held at the Tokyo Institute of Technology-Jinbocho Campus, on September 19. The general theme for the conference was “Corporate Social Responsibility and Project-Program Management: Searching for Organizational Methods to Transform Managerial Ideas to Problem-Solving Practices.”

IAP2M President Kunio Yoshida delivered his address after the general meetings, where several important proposals for the coming year were adopted, such as selection of a new team of board members, doubling of regular members within the next two years through “alliances” with graduate schools, other professional associations and business corporations, and creation of new committees with emphasis on defining P2M more clearly and positioning IAP2M more appropriately.
In this connection, Professor Hideo Yamamoto gave a brief presentation to summarize what has been discussed to define P2M at his committee for the purpose of stimulating members’ interests and discussions on this point. A possible interpretation is such that P2M is the comprehensive approach which is taken by owners and general managers overseeing various projects simultaneously, though not regular business activities, where the traditional PM approach is for project managers who are in charge of particular projects with given objectives and available resources.

Then, a keynote lecture was delivered by Mr. Nobuyuki Kume, president of Kume Sen-i Kogyo (T-galaxy.com), on “CSR: Seeking the Quality of Product, Environment and Culture: T-Shirts Only Made in Japan for the World and Future Generations.”
Mr. Kume, wearing his company’s T-shirt, said that he has been paying attention to volunteer activities for preserving the world’s environment and Japan’s traditional as well as pop culture by making full use of ICT such as blogs and SNS to set up a network of quality people positively affecting each other in business and otherwise. In other words, he is pursuing the Lifestyle Of Health, Art, Smile, Peace And Sustainability (LOHASPAS), and contributing to various public projects, for which he has been given a number of prestigious awards, as seen on his blog:

There was also a workshop held on the topic “CSR Practice, Social Harmony and Sustainable Growth,” where three panelists, Prof. Hideo Kameyama (Tokyo University of Agriculture & Technology), Mr. Yasuyuki Sugii (President of dig), and Prof. Tametsugu Taketomi (Nippon Institute of Technology) gave brief presentations in turn. Especially interesting was Mr. Sugii’s talk about his achievement in saving materials, energy, water, etc. in a significant fashion by setting clear goals and utilizing ITC along with human involvement on the company-wide basis. His company has also contributed to the printing and publishing industry as well as other fields by training intern students, and sharing environment management know how with other companies and industries, for which a number of awards have been received by the government, as seen on the company website:

There were a number of interesting sessions in the morning and also in the afternoon. Particularly noteworthy were two consecutive presentations in the afternoon on the use of “manga” textbooks to train human resources in P2M (one presented by Mr. Daisuke Hotta with the help of Prof. Atsushi Yoshikawa, and the other by Prof. Hideo Yamamoto), where multiple stories are embedded in the textbooks and participants’ interaction tends to make trainees realize such multiple implications in a somewhat realistic framework.
