9月12日に港区芝浦のキャンパス・イノベーションセンター東京において、IAP2M（国際プロジェクト・プログラムマネジメント学会）の2009年度秋季研究発表大会が開催された。今回のメインテーマは、「経済危機を突破するイノベーション経営の仕組むと仕掛けー新たなものづくり、ことづくり、絆づくり」。
まず、吉田邦夫学会会長（東大名誉教授）の開会挨拶に続いて、ハーレーダビッドソン・ジャパン販売格調部の増田勝也部長が、「イノベーション経営の仕組みと仕掛け」というテーマで基調講演を行った。
増田氏は、モーターバイクのライダーたちが経験する「ルック、サウンド、フィール」に基づいたハーリーダビッドソンが代表するライフスタイルの重要性を指摘。そして、昔からの車体のデザインをいつまでも維持する一方で、ハーレーオーナーズクラブのメンバーや潜在的な顧客が、ハーリーダビッドソンの文化や世界を体験しエンジョイしてもらえるイベントを、本社と販売店が一緒あるいは個別に数多く開催してきたとのこと。そのように、「もの」よりは、「こと」や「絆」を強調して努力してきた結果、この経済不況にもかかわらず、ハーリーダビッドソンはモーターバイク分野の市場リーダーになっていると、増田氏は結論づけた。

2009年度秋季総会での報告と討論：Discussions at FY2009 Fall General Meeting

基調講演に続いて、2009年度秋季総会が開催され、その中で国際P2Mの会員数が今年度は、正会員168人（昨年度152人）、学生会員15人（昨年度8人）、法人会員22社（昨年度22社）となったことが報告された。
来年度は、MBAスクールやMOTプログラムおよび他の分野とより強力関係を強め、学会の会員増強と活動強化を目指すことが提案された。
最後に、来年度春季研究発表大会が今回と同じ場所で、4月17日に開催されることが決定された。テーマは「社会インフラ事業とP2M理論の適用」（仮題）。

午後の個別研究発表：Individual Seminar Presentations in the Afternoon


午後は個別研究発表のセッションが2つあり、興味深いプレゼンと活発な討論が行われた。P2Mの国際比較やケーススタディに加えて、今回は金融経済危機の日本ビジネスやP2Mへの影響を取り上げて検討する論文がいくつか出されたのが特徴的であった。
さらに、研究会後に開かれた懇親会でも活発な議論が続いた。

On September 12, the 2009 Fall Conference of IAP2M (International Association of Project & Program Management) was held at CIC (Campus Innovation Center) in Shibaura, Tokyo. The main theme for the conference is "Innovative Management to Overcome Economic Crisis: Its Framework and Mechanism for New Product-Service-Network Building."

After IAP2M President Kunio Yoshida (Emeritus Professor, University of Tokyo) gave an opening address, Mr. Katsuya Masuda (Sales Promotion/Communications Department Manager, Harley-Davidson Japan KK) delivered a keynote speech on "Framework and Mechanism of Innovative Management."
Mr. Masuda pointed out the importance of the lifestyle that Harley-Davidson represents based on its "Look, Sound, and Feel" experiences for motorcycle riders. While sticking to the original design of its motorcycles, Harley-Davidson has been offering numerous events for Harley-Owners-Club members as well as potential customers to share and enjoy the experience of the Harley-Davidson culture and world, organized by the headquarters and/or local distributors. All these efforts, emphasizing events (koto) and relations (kizuna) rather than products (mono), have made Harley-Davidson the market leader in motorcycle business, despite the recent downturn of the economy, according to Mr. Masuda.

Following the keynote speech, the general meeting was held, where it was officially reported that IAP2M's regular membership has increased to 168 (from 152 last year) and student members to 15 (from 8 last year) with no net change at 22 in corporate membership.
For next year, more collaboration with MBA schools, MOT programs and other academic fields is proposed to increase membership and general activities at IAP2M.
Finally, it was decided that next spring's conference will be held at CIC on April 17, 2010. The main theme will be "Social Infrastructure Business and Application of P2M."

In the afternoon, there were two individual seminar sessions, where a number of interesting presentations and active discussions took place. In addition to international comparisons and case studies on P2M, the effect of the current financial/economic crisis on Japan's business and P2M approach was taken up and examined in a couple of papers in the afternoon session.
Discussions continued at the networking party after the conference.
